You can hear the silence itself, but you don't hear any sounds. So..I'm not too sure. What do you think?

There is no silence, merely the absence of sound. We cannot generate non-sound per se. Even in "silence" there is still sound. So you cannot hear silence because it is not, it's merely sound so low it no longer vibrates the membrane in your ear that allows you to perceive noises.
