A friend of mine has a naturally quiet voice (either that or she's just shy) And it's really hard to hear what she is saying at times so I told her "Hey can you speak up girl I cant hear what your saying"...and she's like "Sorry" and then spoke louder it was a little bit of an improvement.lol (I don't know if what you are asking is advice on how to tell your friend about their problem. But yea...whatever you say say it nice and gentle.)

If the waitress was there at the moment and if the tip was in dollars then yes, but if the tip were only some change then probably not.

I would tell the manager of the business first of all. That's the server's money, and you cannot steal money from them. It's wrong not to mention illegal. But I'd probably catch the person stealing before they ran away...then tell the manager.
