Only when they respond with just a link, especially when the link has nothing to do with the question.

You can report somone for that because its driving attention to an external site and not necisarily answering the question. To do this properly you copy and paste it then put the link as the source...

that really bugs me. especially if it's a link to their question & they don't even bother answering yours.
