"Whoever" or "whomever" follow the same rules as "who" and "whom". And they follow the same rules as "he" or "him". Put "whom" whereever you would put "him"; "who" goes where "he" goes.

whomever would be more formal, but neither is wrong. Whoever can always replace whomever, but whomever can never replace whoever. So if you're not sure, just use whoever and it can't be wrong :)
