and if you never get a response, does that mean no you can't add them?

I read their profiles first, and if they request an email, I send one.

They almost always respond, and if they don't....oh well!

You can do ether.You can just add them or email them It's really up to you but if you do email them It's more likely they will accept you as their contact but who knows.

well, at first i did just add some contacts because they had given good, helpful answers to a question i had posted. but now, if i notice someone who seems to be knowledgeable or peaks my interest, i email them first just to make sure they don't mind. =)

you can add anyone you want its up to them to add you or not. and Im sure you could be blocked somehow if they don't want you having them as a contact.

i Just pick them randomly. the one without the pictures is a no go for me because they might be trolls so ones with pictures gets thumbs up from me so i add them

i dont add people, i let people add me. i dont like to impose pressure on anyone to accept my contact invitation. if they like me, they can add me and i dont require anyone to email me.
