Yes. I didn't file with IC3 because at the time I didn't know it existed. And I suspect that IC3 is not going to get involved unless there is a significant rip-off involved.
Did you file an item not received complaint with eBay also? Or did the deadline to file pass already?
I'm sorry to say that eBay is still a bit uncontrolled, and the number of rotten sellers has grown.
I've had to forge my own "rules of engagement" when dealing with eBay sellers. There are still good ones there, but the bad ones are gaining ground.
- I don't pay for anything by any method that leaves me without recourse. That means no money orders. It also means no PayPal using a balance, eCheck or bank transfer. Credit card only.
- I don't buy electronics on eBay that I can get anywhere else. The counterfeits, cheap knock offs and refurbs advertised as new brand name items are a majority of what you find on there now.
- big power sellers are now pretty good at feedback manipulation, making it less useful of a tool when it comes to screening out bad sellers. But if the offer sounds too good to be true, it is.
If you sent the M.O. via postal mail, you can also file mail fraud, but I'm not sure how effective that is either.
If the M.O. is a significant amount, try tracing it to see if it was cashed.
EDIT: Great - you left him a neg! Now be on the look out for a Square Trade email. A seller can pay $20 to Square Trade to "mediate" the dispute. If you don't respond to it, your neg to him will get removed. So if you get one, respond, and tell Square Trade No - he can stick his neg where the sun don't shine.
